Se describe y propone un sistema electoral igualitario para el Congreso de los Diputados que, frente a todas las propuestas efectuadas hasta ahora,no necesitaría modificar la actual Constitución. La interpretación constitucional en la que se basa podría, además, extenderse a otras constitucionesdemocráticas.

The article departs from empirical data about how poverty affects electoral participation and the so-called “other forms of participation”. This serves to criticize the dichotomy between participation and representation, and to normatively defend representative democracy.

Participatory Budgeting has by now been widely discussed, often celebrated, and is now instituted in at least 1,500 cities worldwide. Some of its central features—its structure of open meetings, its yearly cycle, and its combination of deliberation and representation—are by now well known. In this article, however, we critically reflect on its global travel and argue for more careful consideration of some of its less well-known features, namely the coupling of the budgeting meetings with the exercise of power. We disaggregate (...) PB into its communicative and empowerment dimensions and argue that its empowerment dimensions have usually not been part of its global expansion—and this is cause for concern from the point of view of emancipation. We thus discuss the specific institutional reforms associated with empowerment in the original version as well as its analytic dimensions. We also address some of the specific dangers of a communication-only version of PB as well as some suggestions for reintroducing empowerment. (shrink)

In early 2019 Madrid launched the first permanent citizen participation scheme in which members are chosen by lot: the Observatory of the City. Although the scheme was abandoned by the new government after the May 2019 elections, the Madrid experiment raises important questions about democracy. The project is another example of the growing prominence that the draw has acquired in many countries, as an ideal element to organise and order the participation of people in political affairs. In this paper we (...) describe the first steps of this scheme and also highlight the features that make the draw in Madrid a unique experience both because of the implications of the use of the draw, and from the point of view of similar schemes that are being carried out in other parts of the world. Madrid ha puesto en marcha, desde inicios del año 2019, la primera experiencia de participación ciudadana permanente cuyos miembros son elegidos por sorteo, el Observatorio de la Ciudad. A pesar de que la experiencia fue abandonada por el nuevo Gobierno después de las elecciones de mayo del 2019, la experiencia madrileña plantea importantes cuestiones sobre la democracia. Esta experiencia se suma al creciente protagonismo que ha adquirido el sorteo en muchos países, como un elemento idóneo para organizar y ordenar la participación de la gente en los asuntos políticos. En este trabajo exponemos los primeros pasos de esta experiencia, así como destacamos los rasgos que hacen del sorteo en Madrid una experiencia singular, tanto por las implicaciones que tiene el uso del sorteo como desde el punto de vista de las experiencias similares que se hacen en otras partes del mundo. Neste artigo indicaremos que a proposição fundamental dos cursos de Geografia física de Kant é: o homem é habitante da Terra. Para validar essa tese, alinharemos a metodologia utilizada por Kant nos cursos de Antropologia e de Geografia física, a fim de evidenciar as convergências e divergências desses cursos. Além disso, também compararemos a metodologia empregada por Kant na História natural e na Geografia física, porque a distinção entre essas ciências nos permitirá ratificar a tese aqui defendida e delimitar os (...) critérios de validade da proposição acima indicada. Em Physische Geographie, Kant diferencia as proposições dessas disciplinas da seguinte maneira: as proposições geográficas se referem aos homens como habitantes da Terra, mas os investiga sem nenhuma perspectiva histórica, ou seja, os investiga no tempo presente. Ao contrário disso, as proposições naturalistas investigam os seres humanos em uma linha temporal sucessiva, a fim de demonstrar o que natureza fez deles. Let A[ω]ω be a maximal almost disjoint family and assume P is a forcing notion. Say A is P-indestructible if A is still maximal in any P-generic extension. We investigate P-indestructibility for several classical forcing notions P. In particular, we provide a combinatorial characterization of P-indestructibility and, assuming a fragment of MA, we construct maximal almost disjoint families which are P-indestructible yet Q-destructible for several pairs of forcing notions . We close with a detailed investigation of iterated Sacks indestructibility.

In the 10 years after the launch of the United Nations Global Compact (GC), there have been very few empirical assessments of the initiative in the academic literature. In this study, drawing from institutional theory and the resource-based view of the firm, we examine motivations of business participants to adopt the GC principles in the Spanish context. Using survey data from Spain – the country reporting the highest volume of business participants in the GC – we find that external institutional (...) forces as well as internal organisational resources shape motivations for adopting GC principles. In particular, we find that early and late adopters are motivated similarly by the perceived opportunity of achieving image gains, while late adopters are motivated more by economic gains than early adopters. We further find that regardless of the extent of internal intangible resources possessed, firms are similarly motivated by economic gains. The results also show that companies with more intangible resources are motivated more by image gains than those with fewer resources. Our findings indicate that contrary to its earlier days, economic gains have emerged as an important motivator for the adopters of the GC principles with image gains still being an important motivator. We investigate some aspects of bounding, splitting, and almost disjointness. In particular, we investigate the relationship between the bounding number, the closed almost disjointness number, the splitting number, and the existence of certain kinds of splitting families.

We show that every dominating analytic set in the Baire space has a dominating closed subset. This improves a theorem of Spinas [15] saying that every dominating analytic set contains the branches of a uniform tree, i.e. a superperfect tree with the property that for every splitnode all the successor splitnodes have the same length. In [15], a subset of the Baire space is called u-regular if either it is not dominating or it contains the branches of a uniform tree, (...) and it was proved that Σ21-Kσ-regularity implies Σ21-u-regularity. Here we show that these properties are in fact equivalent. Since the proof of analytic u-regularity uses a game argument it was clear that determinacy implies u-regularity of all sets. Here we show that an inaccessible cardinal is enough to construct a model for projective u-regularity, namely it holds in Solovay's model. Finally we show that forcing with uniform trees is equivalent to Laver forcing. (shrink)

Implementing corporate social responsibility (CSR) in supply chains is not a trivial task. In fact, many firms in recent years have publicly proclaimed that in order to keep their CSR commitments, they had to reduce reliance on external suppliers by vertically integrating their operations. Our aim in this article is to examine whether there is truly a relationship between a firm’s CSR performance and its level of vertical integration. Drawing on a multi-industry sample of 2,715 firm-year observations, and after addressing (...) endogeneity concerns, we demonstrate that firms with higher CSR performance tend to vertically integrate more (or, outsource less). We also demonstrate that this tendency is weaker for firms that have higher degrees of asset specificity or international diversification. Our core conclusion is that CSR performance and outsourcing are at odds, but firms can reconcile this tension by deepening their collaborations with suppliers. (shrink)

We also prove the consistency of ${\frak b} < {\frak a}$ with large continuum. Here, ${\frak b}$ is the unbounding number, and ${\frak a}$ is the almost disjointness number.

The article offers an insight into road traffic accidents by unravelling both the internal elements and the social context of the so-called car–driver hybrid. It takes a critical perspective on the art of designing road safety. More importantly, it seeks to contribute to social studies of transport and mobility through development of analytical concepts within the discipline. The points of departure are the inherent ambiguities of mobility. The author suggests that ‘being in traffic’ is always determined by coexisting forms of (...) mobility and immobility. This ambivalent stage is then called motility. The author discusses car-drivers as motile hybrids, as they are mobile and immobile, as well as subjects and objects at the same time. In order to apply these concepts, the question of what happens to hybrids in crashes is addressed, employing Bruno Latour’s concept of ‘immutable mobiles’. The article concludes with a discussion of the social role of road safety experts, arguing that transport safety experts create a specific kind of spatio-temporal order within which the motile hybrid exists. It is the safety professional who decides when to take agency away from the subject and give it to the object, and it s/he who determines where to slow down and where to speed up the car–driver hybrid. En este artículo abordo dos obstáculos para la articulación política democrática en un régimen neoliberal: la exclusión y la división social del trabajo. Para ello, partiré de una primera delimitación de rasgos comunes a las movilizaciones sociales en el neoliberalismo desde el punto de vista de su relación con la política institucional. Después, reformularé esa misma caracterización a través del concepto relacional del Estado procedente de Nicos Poulantzas y reelaborado por Étienne Balibar, para centrarme en el análisis de los dos (...) problemas centrales del artículo: la exclusión y la reproducción de la división social del trabajo en la política. Para el tratamiento de estas cuestiones me serviré del marco de análisis desarrollado por Balibar a partir de los conceptos de igualibertad y Estado nacional-social. Por último, en las conclusiones, propondré respuestas democráticas para los dos problemas señalados. (shrink)

The aim of this paper is to present a revision of international versions of the Utrecht Work Engagement Scale and to describe the psychometric properties of a Portuguese version of the UWES-9 developed simultaneously for Brazil and Portugal, the validity evidence related with the internal structure, namely, Dimensionality, measurement invariance between Brazil and Portugal, and Reliability of the scores. This is the first UWES version developed simultaneously for both countries, and it is an important instrument for understanding employees' work engagement (...) in the organizations, allowing human resources departments to better use workforces, especially when they are migrants. A total of 524 Brazilian workers and 522 Portuguese workers participated in the study. Confirmatory Factor Analysis, group comparisons, and Reliability estimates were used. The use of workers who were primarily professionals or administrative support, according to ISCO-08, reinforced the need to collect data on other professional occupations. Confirmatory factor analysis showed acceptable fit for the UWES-9 original three-factor solution, and a second-order factor structure has been proposed that presented an acceptable fit. Full-scale invariance was obtained between the Portuguese and Brazilian samples, both for the original three-factor first-order and second-order models. Data revealed that Portuguese and Brazilian workers didn't show statistically significant differences in the work engagement dimensions. This version allows for direct comparisons of means and, consequently, for performance of comparative and cross-cultural studies between these two countries. (shrink)

The concept of shared mental models refers to the shared understanding among team members about how they should behave in different situations. This article aimed to develop a new shared mental model measure, specifically designed for the refereeing context. A cross-sectional study was conducted with three samples: national and regional football referees (n = 133), national football referees and assistant referees and national futsal referees (n = 277), and national futsal referees (n = 60). The proposed version of the Referee (...) Shared Mental Models Measure (RSMMM) has 13 items that are reflected on a single factor structure. The RSMMM presented good validity evidence both based on the internal structure and based on relations to other variables (presenting positive associations with team work engagement, team adaptive performance, and team effectiveness). Such promising psychometric properties point to an optimistic outlook regarding its use to measure shared mental models in futsal and football referee teams. -/- . (shrink)

Rescue workers have a stressful and risky occupation where being engaged is crucial to face physical and emotional risks in order to help other persons. This study aims to estimate work engagement levels of rescue workers (namely comparing nurses, firefighters, and police officers) and to assess the validity evidence related to the internal structure of the Portuguese versions of the UWES-17 and UWES-9, namely, dimensionality, measurement invariance between occupational groups, and reliability of the scores. To evaluate the dimensionality, we compared (...) the fit of the three-factor model with the fit of a second-order model. A Portuguese version of the instrument was applied to a convenience sample of 3,887 rescue workers (50% nurses, 39% firefighters, and 11% police officers). Work engagement levels were moderate to high, with firefighters being the highest and nurses being the lowest engaged. Psychometric properties were evaluated in the three-factor original structure revealing acceptable fit to the data in the UWES-17, although the UWES-9 had better psychometric properties. Given the observed statistically significant correlations between the three original factors, we proposed a 2nd hierarchal structure that we named work engagement. The UWES-9 first-order model obtained full uniqueness measurement invariance, and the second-order model obtained partial (metric) second-order invariance. (shrink)
